. senator jeff merkley, a democrat from oregon is trying to change that. he's got a proposal to force talking filibusters in the senate. it wouldn't change what i think is a central part in the senate, the 60-vote super majority, but it would make the filibuster into something that the minority had to put some effort into using. you have to want it. now, so i want to be clear on merkley's proposal. if it passed, the minority could still filibuster anything they wanted. they couldn't subject almost everything to the same 60-society challenge we have now. all they would have to do is talk. tell the american people why. and they probably wouldn't even have to do that that much, because the majority can't just let them talk all the time, they have to let them get stuff done. but even that modest reform is too much for many senators. "the huffington post" reports that a bipartisan group of lawmakers led by herman cain and levin are proposing a counter proposal that does even less. it would eliminate some redundant opportunities to filibuster. give quicker consideration to some nominations,

opened fire at a mall in oregon, shooting and killing two people. gunman, police say, is dead. join us on the phone is james from the clackamas county sheriff's department. can you tell me, sir, what happened? what do you know? >> about 3:30 today we got a series of 911 calls describing an active shooter at the clackamas county mall. police responded immediately and began searching the mall for the shooter and evacuating people and making the scene secure. since then we've determined that we secured the shooter. he's dead from an apparent self-inflicted gunshot wound and we are still carefully and methodically going through the mall, searching every room and every square foot and removing people from the mall. >> have you identified the shooter and determined whether this is a random act of violence? actually pure evil. or whether or not somebody was specifically targeted? >> we have not. but the investigation is underway as we speak. >> and did the gunman say anything? did any witnesses say that he had said anything? >> there are close to 1,000 people in the mall at the time. we have

getting word of a shooting at the shopping mall in portland oregon. john black stone has the late-breaking news. >> reporter: at the portland area shopping mall, witnesses say a man wearing black clothing and a white halloween mask opened fire with arrival. first reports said at least two were wounded but many more shots were fired. student jamie gibson was at the mall and called cbs affiliate. >> there were a lot of people diving. i'm hoping that they weren't getting shot. but there was a lot of people falling and hiding, hiding behind things. a lot of people running. a lot of screaming, crying babies. >> reporter: police set up triage tents outside the mall's century city theater, bringing back memories of the shooting this summer at the chain's denver area theater. shopper christina fisher says the shooting started near the foot court. >> i heard something similar to a 22 popping, probably eight times. and people dropping everywhere. people screaming. then people just turned and started running in terror. >> reporter: police confirmed at least one dead. they said that the gunma

and southwestern portions of oregon, the good news we're expecting a lull, as far as any rainfall goes until monday. it will kick off the work week. as we head into tuesday we'll actually see another storm start to impact northern california and the pacific northwest so again we're expecting more moisture and the ground is already saturated from all of the storms impacting the west coast through the work week. and 50, to 70 miles per hour across the northern rockies and portions of california and a number of wind warnings and also some wind advisories in effect out here because of the stormy weather pattern that's in place. as we take a look at the future radar, basically the next 48 hours, a bit of a lull in monday, as far as rainfall through california and the next system arrives producing heavy rain across many of the same areas and already had to deal with it and as we head into some of the higher elevations you're talking snow for the northern rockies and also the cascades across parts of washington and oregon. right now, again, most of it's wrapping up. that's good news, seattle, portland dea
